Israeli ultimatum: Hamas must turn over all rocket stocks to third party
DEBKAfile Exclusive Report
January 12, 2009, 12:48 PM (GMT+02:00)
IDF poised for next stage
Israel and Egypt are playing hard ball with the Hama delegation who arrived in Cairo Saturday to seek a ceasefire in Gaza hostilities. This is reported by DEBKAfile's military sources Monday, Jan. 12, Day 17 of the Gaza offensive.
Israeli prime minister Ehud Olmert said Monday: We are closer than ever before to ending the rocket fire and getting Hamas' arms traffic under control.
As Israel tightened its military pressure with added reservists units, Egyptian intelligence minister Gen. Omar Suleiman rejected Hamas negotiators' appeal for compromises and told them the deal on offer was take-it-or-leave-it: Accept or face an all-out Israeli assault on all fronts.
DEBKAfile's analysts note that this was the first time the Egyptian government has used Israeli military gains as currency to further its national interests, namely, breaking the back of an Islamist movement deemed a destabilizing element for the Mubarak regime.
Suleiman informed the Palestinian delegation that Israel was holding out for Hamas to collect all its rocket and missile stocks and weapons in the hands of other Palestinian terrorist groups and turn them over to a third party. This party would also take charge of security in the Philadelphi Corridor.
Hamas would be given a month to implement the handover, but no longer.
Israel was also adamant about retaining its army on the battle lines held in the Gaza Strip when the ceasefire goes into effect until a new military mechanism is put in place on the Philadelphi Corridor and has proved capable of effectively stemming the arms traffic entering through tunnels from outside sources.
Some of the smuggling is still going on - but at a much reduced pace since the Israeli aerial bombardments began 17 days ago. The number of firings has dropped from 60 to 23.
The Hamas negotiators also ran into a blank Egyptian wall when they proposed setting a six-month time cap on the proposed ceasefire and reopening the Rafah crossing from Gaza to Sinai as a face-saving gesture to mark the onset of a truce. Suleiman said firmly that Rafah would reopen only when all six Gaza crossings into Israel were reactivated by Palestinian Authority personnel and European military monitors.
He said that Cairo was consulting with Jerusalem on the possible transfer of the two halves of Rafah - the Gazan and the Egyptian - to the Palestinian Authority and its chairman, Fatah leader Mahmoud Abbas.
Sunday, an Egyptian military plane ferried the Hamas-Gaza delegation to Damascus to seek the endorsement of hardline Hamas politburo chief Khaled Meshaal for the truce terms dictated by Egypt and Israel. Gen. Suleiman directed them to pass this message on to Meshaal: Give up your illusions; Hamas' only remaining option now is to bow to the Middle East Quartet's primary condition: Recognize Israel.
Israel's negotiator Amos Gilead put off his mission to Cairo from Monday to await the return of the Hamas-Gaza delegates from Damascus. All parties are clear that a negative Hamas response will signal the onset of the next stage of Israel's Gaza offensive.
The current Israeli counteroffensive against Gaza is stirring support for Hamas in the Fatah-controlled West Bank. Fatah-backed security forces have already had to break up large pro-Hamas rallies in both Hebron and Ramallah—using tear gas against their own people for the first time in Palestinian history. Such heavy-handed crowd-control techniques, however, have only served to intensify resentment against Fatah.
“The Palestinian Authority is preventing people from going to the streets,” said one angry Palestinian lawyer living in the West Bank. “They only want their point of view to pertain, and they share the view of Israel and the United States that Hamas should be crushed. They only want Fatah here, they don’t want anyone else, despite the fact that 80 percent of the people are in total solidarity with Gaza and against the repression of the Palestinian Authority.”

DEBKAfile Special Analysis
January 10, 2009
Saturday, Jan. 10, Day 15 of Israel's Gaza Strip offensive against Hamas, top Palestinian leaders gathered in Cairo for ceasefire talks with Egyptian officials.
DEBKAfile's military sources report that Jemal Abu Hashem, who rarely appears on public, Salah Bardaweel, leader of Hamas parliament faction, and Heiman Ta'a, member of the military wing's command, were allowed to exit Gaza Friday after signaling their willingness for the first time to discuss an unconditional ceasefire.
After traveling to El Arish in northern Sinai Friday, they were flown to Cairo by an Egyptian military plane.
Saturday, they were joined by two colleagues from Damascus, Hamas' senior operations chief Imad al Alami and politburo member Muhammad Nasser. Separately Mahmoud Abbas, Palestinian Authority chairman and head of the rival Fatah also arrived in Cairo.
The Hamas delegates were preparing for their talks on Egypt's ceasefire proposals to begin Sunday with intelligence minister Gen. Omar Suleiman, when their Damascus leader, Khaled Meshaal, dropped his bombshell.
Speaking over Damascus TV, he declared Hamas must fight on until Israel ends its military offensive, withdraws from the Gaza Strip and opens the enclave's crossings. Egypt too must open the Rafah gate. Hamas would never accept any restrictions on its armament – a hint at Israel-Egyptian plans to block the Philadelphi route – and would treat international monitors as an "occupation" force.
Meshaal demanded an immediate Arab summmit which Egypt and Saudi Arabia have firmly refused. Israeli losses were much higher than admitted, he said, adding that Saturday, Hamas rockets had hit Israel's Palmachim missile and satellite base more than 50 miles away.
DEBKAfile's sources report that the Hamas leader's emotional tirade raised suspicions in Jerusalem that he may have obtained pledges from Tehran and Hizballah for a last-ditch operation to save Hamas from collapse. They also noted the widening rift between Hamas-Damascus and Hamas-Gaza, which is paying dearly for Palestinian "resistance."
The Hamas leaders' resort to Egypt's good offices three days after rejecting its proposals came after the failure of the UN Security Council resolution of Friday night, which stressed the urgency of a ceasefire and called on member-states to help "prevent illicit trafficking in arms and ammunition and to ensure the sustained reopening of the crossing points…"
Hamas also turned down the UN motion, while Israel said it was "unworkable" as long the rockets kept coming.
Our military sources report that Hamas was preparing to haggle over ceasefire terms, chiefly the opening of the crossing points, to save face, but had come closer than ever before to accepting a pause, any pause, without counter-demands – until Meshaal intervened.
Six developments brought Hamas near to breaking point, our military sources disclose:
1. Desertions are spreading among the 18,000 rank and file and police officers, who were left out in the open to shoot missiles and rockets and fight off Israeli attacks, while Hamas leaders and commanders stayed under cover in bunkers.
Seeing the fading resistance, Hamas' Grad rocket specialist, Ami Mansi, emerged from hiding Saturday and took over a mortar position against Israel troops. Quickly identified, he was killed by an Israeli helicopter missile with two aides. That night, Al Qaeda's Gaza commander, Ghassen Maqdad, was killed in Khan Younes in the south.
2. The Hamas hard core of fighters, estimated at 3,500 before the war, has suffered painful losses - at least 550 men, including high profile operatives. Israeli forces continued to press forward Saturday, disabling Hamas' bunker hideouts, booby-trapped tunnels and buried passages designed to serve as escape hatches and the abduction of Israeli soldiers. Their missile production workshops have been destroyed but Hamas is not finished yet, say Israeli military sources.
Saturday, 12 Israeli soldiers suffered minor injuries.
3. Signaling an intense push ahead, Israeli aircraft dropped leaflets over the Gaza Strip Saturday with this warning: "The IDF will soon raise the level of attacks on tunnels, weapons caches and terrorists. For your own safety and that of your families, keep your distance from places where terrorists are hiding, active and store weapons."
4. The commander of Hamas' military wing, Muhammad Jabry, has lost his credibility after failing to follow through on his vow that Israeli troops would never set foot in Gaza City. Our military sources disclose that as of Saturday, the Gazan capital is virtually defenseless after desertions left Hamas bunkers, defensive tunnels and anti-tank positions unmanned.
Hamas tacticians have decided to deploy their dwindling manpower to maintain the missile and rocket-fire, which began dipping from 40 Thursday, to 30 Friday and 20 Saturday.
5. The southern town of Rafah is in the same dire straits as Gaza City.
6. Gaza's population is increasingly estranged from its invisible Hamas rulers, accusing them of fighting their battles to the last civilian. Hamas has planted booby-traps, weapons caches and firing positions in private homes, so that civilians take the brunt of explosions and counter-attacks.
DEBKAfile's military sources report senior IDF commanders are anxious to build on Hamas' weakness at this moment to step up the tempo of their offensive and finally push Hamas to the wall. Israel will then be placed in position for attaining its targets – an end to Hamas' eight-year missile assault on the South and its ability to rearm as well as the release of the captive Israeli soldier Gilead Shalit.
But Meshaal's intervention may have put paid to a promising diplomatic initiative in Cairo.

US consigns 3,000 tonnes of "ammunition" to Israel
January 10, 2009, 11:22 AM (GMT+02:00)
The US Navy's Military Sealift Command is hiring a merchant ship to carry the arms on two separate journeys from the Greek port of Astakos to Israel in mid-to-late January, according to Reuters. A 'hazardous material" designation on the manifest mentions explosive substances and detonators, but no other details. One broker said that the size of a shipment of this kind has not been seen for years. DEBKAfile's military sources note that the Israel's air, ground, tank and sea offensive against Hamas in Gaza entered its 15th day Saturday, Jan. 10.

However, a company called Viridian Green Laser Sights, a subsidiary of Laser Aimings Systems Corporation (LASC), has gone green, making green laser sights (and laser sight/white light illuminator combos) as opposed to red ones, and thus separating themselves from the rest of the pack, which includes more well-known and established companies like Insight Technology (a.k.a. HAL LINDSEY - "GAZA"
First signs of Hamas cracking, Israel lets Gazan delegates leave for Cairo
DEBKAfile Exclusive Report
January 10, 2009, 12:29 PM (GMT+02:00)
Israel's Gaza offensive on 15th day
As Hamas showed first signs of cracking under Israel's massive 14-day assault, three Gaza leaders were allowed by Israel and Egypt to make their way secretly to Cairo for a second round of ceasefire talks – this time without conditions.
DEBKAfile's military sources report Jemal Abu Hashem, who rarely appears on public, Salah Bardaweel, leader of Hamas parliament faction, and Heiman Ta'a, member of the military wing's command were allowed to exit Gaza, Friday, Jan 9 and make their way to the northern Sinai town of El Arish. From there, an Egyptian military flight flew them to Cairo. They were permitted to leave after consenting to an unconditional ceasefire, dropping their demand for open Gaza crossings and accepting that Israeli forces would hold their present lines.
More details about this developing story later.

Watch Obama commercial they don't want you to see Fox, CNN, MSNBC refuse ads questioning Barack's eligibility

Barack Obama's campaign officials and transition office repeatedly have rejected reporters' requests for comment on questions raised over his lack of documentation regarding his birth and the resulting concerns over his eligibility to be president. Now a number of media organizations apparently don't want questions raised either.
WND columnist Janet Porter told WND she found that out when her organization, Faith2Action.org, tried to purchase airtime to publicize information about the eligibility concerns.
She told WND that national networks that refused to sell her time for a 60-second commercial included CNBC, MSNBC, Headline News, CNN and Fox. Washington, D.C., outlets for the same organizations did the same.

Two strategic Gaza towns Jebalya and Rafah within Israeli military sights
DEBKAfile Special Report
January 9, 2009, 11:50 AM (GMT+02:00)
Explosion near Rafah town
Thursday night, Jan. 8, Israeli forces fought their way into Jebalya in the northern half of the Gaza Strip, showing they were not deterred from going forward into the adjoining densely-packed alleys of Gaza City's downtown. Significantly, most Hamas leaders hail from Jebalya.
Rafah, which is split between southern Gaza and northern Sinai, is the key to control of the Egyptian border and the strategic Philadelphi border route with its smuggling tunnels.
Israel's emissary to Cairo, Amos Gilead of the defense ministry, returned home Friday, Jan. 9, reporting he had found nothing in Egypt's ceasefire proposals worth his government's consideration.
DEBKAfile's intelligence sources report that Thursday, Hamas leaders and commanders emerged from their underground hideouts for their first look at the devastation wrought in 13 days of Israeli aerial bombardment. They took advantage of the pause in Israel's military operations for supplies to reach the Gaza population to come out of their holes but soon headed back to safety.
IDF commanders hoped their lust for battle would be cooled by the sight of Gaza in ruins and they would be shocked enough to give up and stop fighting. This would settle the serious argument among Hamas leaders in both Damascus and Gaza over Egypt's ceasefire proposals.
Politburo chief Khaled Meshaal flatly rejects them and favors breaking off contacts with Cairo altogether. Mussa Abu Marzouk would accept them. He is backed by Gaza prime minister Ismail Haniyeh who maintains that Egypt is Hamas' only remaining lifeline which it dare not jeopardize.
However, the military arm in Gaza and its heads, Khalil al Haya, Said Sayam and Muhammad Jabry, are strongly in favor of severing ties with Egypt and fighting on.
Our sources disclose that the Hamas extremists are finding time for the brutal persecution of their rivals, the Palestinian Fatah. Under cover of the general mayhem, Hamas gangs are kidnapping Fatah operatives and executing them. Their bodies are tossed onto the mountains of uncollected garbage and their kinsmen informed where to find them. Hamas leaders are convinced their rivals are plotting to exploit the fighting to overthrow their regime.

A legal challenge that alleges Barack Obama isn't a "natural born" citizen and therefore constitutionally ineligible to be president of the United States will follow the Democrat into the Oval Office, with a U.S. Supreme Court conference on the dispute set after the Jan. 20 inauguration.
The court's website today announced that a fourth case on the issue will be reviewed by justices Jan. 23.
The court previously heard two cases in conference – private meetings at which justices consider which cases to accept – and denied both Cort Wrotnowski and Leo Donofrio full hearings.
The court now has a conference scheduled Friday on a case raised by attorney Philip Berg, with another conference on a matter related to the same Berg case on Jan. 16. Then today the court website revealed the case Gail Lightfoot et al v. Debra Bowen, California Secretary of State, will be heard in conference Jan. 23.
