The Federal Reserve Board, despite being ordered to disclose to whom it awarded roughly $2 trillion in discount "stimulus" loans, is fighting to keep the information under wraps as a protected "trade secret."
Earlier this week, a U.S. district court judge rejected the Fed's argument that the names of borrowers are exempt from disclosure under the Freedom of Information Act and ordered the board to release the information by Monday, Aug. 31.
The Fed's board of governors, however, has now filed a motion asking the judge to delay enforcement of the order, seeking time to appeal and arguing that disclosing which banks borrowed the funds could lead to a backlash from the banks' customers and stockholders.
"The immediate release of these documents will destroy the board's claims of exemption and right of appellate review," the motion said. "The institutions whose names and information would be disclosed will also suffer irreparable harm."
Bloomberg LP, which sued the Fed on behalf of its Bloomberg News unit for not complying with a FOIA request last year, disagrees.
"Our argument is that the public interest in disclosure outweighs the banks' interest in secrecy," said Thomas Golden, a lawyer who represents Bloomberg.
"What has the Fed got to hide?" said Vermont's Sen. Bernie Sanders in an email reported by Bloomberg. "The time has come for the Fed to stop stonewalling and hand this information over to the public."

While the Obama administration is preparing to stage a US-Israeli-Palestinian summit at the UN General Assembly in New York next month, Jordan's king Abdullah, who has always claimed to be an ardent champion of the Palestinians, is quietly acting to cut down their numbers and influence in his kingdom.
Just over 50% of Jordan's six million citizens are Palestinian.
On Aug, 6, he addressed the Jordanian General Staff in Amman with a warning that domestic and foreign plots were afoot to stir unrest among the Palestinian majority community.
"I clearly reiterate that no force can compel us to act in any way against the interests of Jordan and Jordanians," Abdullah said. "Anyone who thinks of threatening Jordan, its identity, stability and national unity, does not know Jordan or Jordanians and has not read their history."
Abdullah did not name the source of the threat to Jordan. Some Middle East sources interpreted his unusually stern remarks as referring to Syria and Iraq and their possible exploitation of the Palestinian community for destabilizing the kingdom. Hence the following five steps disclosed here by DEBKAfile's military and intelligence sources:
1. The king has ordered a massive purge of the Jordanian military, forcing hundreds of officers into early retirement. The official pretext is the need to lower the average age of the officer class in the interests of modernizing and energizing the armed forces. But a survey of the names of the officers laid off and their replacements shows a different picture. None of the officers dismissed from active duty bear Bedouin tribal names. These days, the Bedouin tribes which are the traditional loyal backbone of the Hashemite ruling house, are no longer desert nomads but organized in identifiable social frameworks in Jordan's cities.
Therefore, it is concluded that Abdullah has "Arabized" the Jordanian military by removing the Palestinian element as distinct from pure-blooded Arabs, the Bedouin.
2. He is conducting the same process in the top levels of government.
Our Middle East sources report that he has elevated three officials to the top of the pyramid: Prime minister
Nader al-Dahabi, who belongs to a family of Syrian origin which settled in Jordan in the last century; his half-brother Prince Faisal, assistant to the Air Force Chief who is now in line for promotion as chief of staff of the armed forces; and the director of General Intelligence, Maj. Gen. Mohammad Al Raqqad.
3. Not only were non-Bedouin officers' services terminated, but the king secretly ordered the general staff to stop recruiting them to the armed forces. Palestinians had been allowed to serve in Jordan's auxiliary units, such as transport, ordnance, quartermaster-general and surgeon-general. Not any more; those services are being purged of Palestinians.
4. By another secret order from the king, the Jordanian ministry of the interior has begun the process for revoking the Jordanian citizenship of Palestinians who relocated from the West Bank and Gaza Strip to the Hashemite Kingdom in the last 40 years. Jordan was unique in granting citizenship rights to Palestinians, a status not conferred by any other Arab government.
Be revoking their nationality, Abdullah aims to reduce the size of the Palestinian community so that it is no longer a majority.
5. Our sources also report that King Abdullah is planning a major cabinet reshuffle that will involve sacking six to eight ministers.
US may put missile shield in Israel, Turkey instead of E. Europe - Polish report

According to the Warsaw newspaper Gazeta Wyborcza, Washington plans to scrap its plans to deploy anti-missile bases in Poland and the Czech Republic for defense against attacks from Iran. In deference to adamant opposition from Moscow, the Obama administration is looking at alternatives including Israel and Turkey. No immediate comment was available from US, Polish of Czech officials on this disclosure, but the Polish paper cited unnamed US officials on Aug. 27 as affirming that Washington was now considering deploying anti-missile interceptors on naval vessels and at bases in Israel and Turkey, as well as potentially in the Balkans.
According to a Pentagon spokesman the missile shield plans were still being reviewed. No final decisions have been made regarding missile defense in Europe, he said. DEBKAfile's Washington sources do not view this statement as an out-and-out denial of the Polish news report.
A pro-missile lobbyist Riki Ellison added: Signals from the Pentagon were "absolutely clear," with the US scouting for alternative sites. A source in the US Congress confirmed that Washington had been "testing the water" among lawmakers for weeks after scrapping the eastern European part of the plan. During his Moscow visit on July 6-7, US president Barack Obama found Russian leaders still flatly opposed to the deployment of US missiles "on its doorstep" and promised to review the project.
DEBKAfile's military analysts report that basing parts of the missile shield in Israel would have far-reaching strategic effects:
1. Moscow would owe the Obama administration a quid pro quo for removing the planned missile interceptor and radar station from its borders and ought to be more amenable to lining up behind America for tough sanctions against Iran, including the sale of gasoline and refined petroleum products.
2. The longstanding close cooperation between the US Missile Defense Agency and the Israel Air Force's space and missile wings would be upgraded and acknowledged publicly.
3. Since the Arrow anti-missile system developed jointly by the US and Israel is already an integral part of American missile defenses in Europe and the Middle East, Jerusalem is unlikely to object to a US request in this regard.
4. Anyway, for almost a year now, a key element of the US missile defense array has been deployed on Israeli soil, namely the advanced US FBX-T radar system for which an off-limits compound accessible only to US personnel has been allotted at Israel's Negev Air Force base at Nevatim.
Using the infrastructure already present in Israel would substantially cut down the financial and manpower costs of building a missile shield against Iran.
5. Israel would be integrated in the American missile umbrella guarding the Middle East and Persian Gulf nations against Iranian missile attack.
6. Since all US diplomatic overtures for thawing relations with the Assad regime in Damascus have come to naught, an American interceptor base in Israel would also be a shield against Syrian missiles and the missile batteries Moscow is planning to install for defending the Russian naval bases under construction in the Syrian ports of Latakia and Tartous.
7. The new US bases in Israel will not fundamentally change the nature of Israel-Russia relations. Moscow has always regarded the Jewish state anyway as a part of America's military and intelligence machinery in the Middle East.

Muhammad bin Nayef, son and assistant of Interior Minister Prince Nayef who spearheads the kingdom's crackdown on al Qaeda, was injured Thursday night, Aug. 27, when a suicide bomber blew himself up at an open Ramadan gathering in Jeddah. He was officially termed lightly wounded. The king Abdullah rushed to visit him in hospital before he was reported discharged.
DEBKAfile's counter-terrorist sources: It was the first time in the eight-year anti-terror campaign launched by Saudi Arabia after the 9/11 attacks in the United States that a terrorist has got close enough to a Saudi royal for an attempted assassination.
Interior minister Nayef has often been named as a target by al Qaeda but would-be assassins have always been stopped in time. According to official reports, this bomber had expressed the intention to give himself up before he was admitted to one of the open gatherings which members of the royal family hold for citizens.
He apparently blew himself up in conversation with Prince Muhammad, who is credited according to our counter-terror sources with developing a unique rehabilitation program for al Qaeda terrorists who turn themselves in.
They undergo re-education, are awarded large sums of money and sent back to live with their tribes. No member of this program has been allowed to come close to a senior prince, certainly not Nayef's son, one of the most closely guarded individuals in the kingdom.
Therefore the would-be assassin must have been senior enough to be recognized as a personal acquaintance of his target and given access to him. This was a serious breach of the tight security maintained around the Saudi royal family.
Our military sources report that Prince Muhammad had been spending most of his time in recent months in his Jeddah office on Saudi's Red Sea coast, running Saudi involvement in the Yemeni army's campaign to suppress a revolt backed by Iran and al Qaeda.
Only last week, on Aug. 19, the interior ministry announced the arrest of 44 al Qaeda terrorists in a yearlong sweep. Last month, 330 al Qaeda suspects were tried and sentenced to jail terms, fines and travel bans. They were among the 991 accused by the interior minister of taking part in terrorist attacks in the last five years.
These figures indicate to our counter-terror sources that al Qaeda is still alive and active in Saudi Arabia and able to attract new recruits.

Third step: Get voters in Montana, North Dakota, Nebraska, and other states where Blue Dog Dems and wavering Senate Dems live, and have them make a hell of a fuss. Fourth step: March on Washington."
Health-care proponents have created a Facebook group with more than 2,000 members to help organize the counterattack.
