NEW YORK – The integration of the United States with Canada and Mexico, long deemed by many as little more than a fanciful "conspiracy theory," was actually an idea promoted by the Council on Foreign Relations and sold to President Bush as a means of increasing commerce and business

interests throughout North America, according to a top Canadian businessman.

Thomas d’Aquino, CEO and president of the Canadian Council of Chief Executives – the Canadian counterpart to the U.S. Chamber of Commerce – confirmed in an interview recently published in Canada the accuracy of what WND first reported over three years ago: namely, that the Council on Foreign Relations was the prime mover in establishing the Security

and Prosperity Partnership of North America, or SPP.

After France, Russia and US accepted the IAEA director's compromise plan for Iran to export three-quarters of its low-enriched uranium overseas for reprocessing as fuel Friday Oct. 23, Iranian state TV first announced Tehran had opted to purchase enriched uranium overseas and not send it out for further enrichment.

Next, an Iranian official said the reply had not yet been written and Tehran would report on progress next week.

In Washington, the State Department said it was unhappy that Iran was not ready to embrace the plan. It was floated by IAEA director Mohammed ElBaradei Wednesday Oct. 21 as a compromise for safeguarding the enriched uranium against its use by Iran in nuclear weapons production. The proposal saved the talks between the three powers and Iran from stalemate.

All four were given two days to respond. Tehran waited for France, Russia and the US to approve the arrangement by the Friday deadline; then, when all eyes had switched to Iran, shot the ball back at them in a typical maneuver by a state television announcement:

"The Islamic Republic of Iran is waiting for a constructive and confidence building response to the clear proposal of buying fuel for the Tehran research reactor,

An unnamed member of Iran's negotiating team urged world powers Friday to 'refrain from past mistakes in violating agreements and make efforts to win the trust of the Iranian nation.'

On past form, Tehran's typical response would not be a straight negative but a "Yes, but..." opening the way to interminable and futile palaver.

Even if Iran's leaders decided to accept the ElBaradei proposal, they would need more than a couple of days to prepare the public for this compromise after Revolutionary Guards chief Gen. Mohammad Ali Jafari bluntly threatened the US with a "crushing response" for its alleged complicity in a terrorist attack just six days earlier in Baluchistan. The deputy commander of al Qods and six lieutenants were among the 42 killed.

Powerful hard-line opposition inside the regime would also have to be overcome, notably on the part of Jafari himself, Iran's senior nuclear negotiator Saeed Jalili and the high-ranking clerics Ayatollahs Hossein Nuri and Mesbah Yazdi.

They all subscribe to President Mahmoud Ahmadinejad's doctrine which holds that since America is a paper tiger, Tehran has nothing to fear from a US or Israel attack or sanctions, and must not be drawn into compromising on its nuclear-weapons program, which offers Iran the best guarantee for its present and future role as the leading Muslim power in Asia and the Middle East.

At least 7 people were killed, 13 injured when a suicide bomber on a bicycle blew himself up Friday, Oct. 23, outside the big Kamra aeronautical complex 60 km west of Islamabad. DEBKAfile's military sources report this is where Pakistan houses most of its nuclear bombs and air-air and air-ground missiles. In Mohmand, 15 wedding guests were killed when their minibus hit an explosive device and in Peshawar a car bomb injured 15 people at the Sawan hotel.

Taliban fighters began to battle their way towards Pakistan's nuclear arsenal on Saturday, Oct. 10, by attacking the roads connecting the capital and high command with the nuclear ordnance centers in northern Pakistan near the town of Kohat, at Wah and in Kamra in order to cut them off.

Terrorist pressure to reach Pakistan's nuclear arsenal at these sites was first reported by DEBKA-Net-Weekly on May 15.

Friday morning, the Pakistani military spokesman said the suicide bomber was stopped at a checkpoint where he blew himself up before he could enter the Kamra complex. This was the closest a terrorist had come to the cluster of bases where Pakistan maintains the bulk of its nuclear bombs and air-air and air-ground missiles for delivery by its air force.

This month, surging Taliban attacks have left more than 180 dead, the level mounting sharply as the Pakistani army continued its offensive against Taliban and al Qaeda strongholds in South Waziristan. Thursday, a Pakistani army brigadier and his driver were killed in a shooting attack in Islamabad. He was the second high officer to die this week in what appears to be a targeted assault on Pakistani commanders in retaliation for the South Waziristan drive. Tuesday, twin blasts killed seven people at Islamabad University.

DEBKAfile's military sources report that three Pakistani columns are advancing very slowly in the mountainous tribal region amid sporadic clashes. Most of the insurgents have pulled back to the 15,000-ft peaks.

The U.S. government should abolish its sanctioning of marriage, argued Cass Sunstein, President Obama's regulatory czar.

Sunstein proposed that the concept of marriage should become privatized, with the state only granting civil union contracts to couples wishing to enter into an agreement.

Sunstein explained marriage licensing is unnecessary, pointing out people stay committed to organizations like country clubs and homeowner associations without any government interference.

"Under our proposal, the word marriage would no longer appear in any laws, and marriage licenses would no longer be offered or recognized by any level of government," wrote Sunstein and co-author Richard Thaler in their 2008 book, "Nudge: Improving decisions about health, wealth and happiness."

In the book – obtained and reviewed by WND – Sunstein explains his approach would ensure that "the only legal status states would confer on couples would be a civil union, which would be a domestic partnership agreement between any two people."
