Refineries Losing Power In Texas City, Texas: Steve i am emailing you due to power failure in galveston county at different refineries. it is my understanding that it is just at the plants. there has been checkpoints set up and you can't get anywhere near them at this time. Texas city has been at a lvl 3 shelter in place since last night. without power they had to run flares and burn off to keep pressures down.There has been limited local media coverage.
